A Muslim group in the United Kingdom has launched a campaign to turn twelve British cities – including what it calls "Londonistan" – into independent Islamic states. The so-called Islamic Emirates would function as autonomous enclaves ruled by Islamic Sharia law and operate entirely outside British jurisprudence.

The Islamic Emirates Project, launched by the Muslims Against the Crusades group, names the British cities of Birmingham, Bradford, Derby, Dewsbury, Leeds, Leicester, Liverpool, Luton, Manchester, Sheffield, as well as Waltham Forest in northeast London and Tower Hamlets in East London as territories to be targeted for blanket Sharia rule.

The project, which uses the motto "The end of man-made law, and the start of Sharia law," was launched exactly six years after Muslim suicide bombers killed 52 people and injured 800 others in London. A July 7, 2011 announcement posted on the Muslims Against the Crusades website, states:

"In the last 50 years, the United Kingdom has transformed beyond recognition. What was once a predominantly Christian country has now been overwhelmed by a rising Muslim population, which seeks to preserve its Islamic identity, and protect itself from the satanic values of the tyrannical British government.
"There are now over 2.8 million Muslims living in the United Kingdom – which is a staggering 5% of the population – but in truth, it is more than just numbers, indeed the entire infrastructure of Britain is changing; Mosques, Islamic Schools, Shari'ah Courts and Muslim owned businesses, have now become an integral part of the British landscape.

"In light of this glaring fact, Muslims Against Crusades have decided to launch "The Islamic Emirates Project," that will see high profile campaigns launch in Muslim enclaves all over Britain, with the objective to gradually transform Muslim communities into Islamic Emirates operating under Shari'ah law.

"With several Islamic emirates already well established across Asia, Africa and the Middle East, including Iraq and Afghanistan, we see this as a radical, but very realistic step in the heart of Western Europe, that will inshaa'allah (God willing), pave the way for the worldwide domination of Islam."

One of the group's strategy documents, "Islamic Prevent 2011: Preventing Secular Fundamentalism and the Occupation of Muslim Land," provides insights into the religious and/or philosophical mindset behind the Islamic Emirates Project. For example, Chapter 1 states: "The Only Identity for Muslims is Islam … In no shape or form can a Muslim support any form of nationalism such as promoting Britishness."

Chapter 4 states: "A Muslim can only abide by Sharia and is not allowed to obey any man-made law." Chapter 5 states: "Muslims must reject secularism and democracy," terms which are "completely alien to Islam and against the basic tenets of Islam." Chapter 10 states: "Every Muslim must call for Sharia to be implemented wherever they are." Chapter 12 states: "It is not allowed for Muslims to integrate with a non-Islamic society." Chapter 13 states: "Muslims should set up Islamic Emirates in the United Kingdom." Chapter 14 states: "Any Muslim who opposed the policies in this pamphlet should be confronted." Chapter 16 states: "Any Muslim who has been affected by the Western way of life need to be rehabilitated."

The Muslims Against the Crusades group is the new identity of Islam4UK, an Islamist group that was proscribed by the British government in January 2010. In an effort to circumvent the government ban, Islam4UK is pursuing a strategy of creating new identities for itself, adopting new names and platforms when others have been compromised.

A leading figure behind Muslims Against the Crusades is Anjem Choudary, a notorious Sharia court judge based in London who believes in the primacy of Islam over all other faiths, and who has long campaigned for Islamic law to be implemented in all of Britain.

Choudary is a former spokesman for Islam4UK, which was "established by sincere Muslims as a platform to propagate the supreme Islamic ideology within the United Kingdom as a divine alternative to man-made law," and to "convince the British public about the superiority of Islam [...] thereby changing public opinion in favour of Islam in order to transfer the authority and power [...] to the Muslims in order to implement the Sharia in Britain."

The guardians of British multiculturalism say Choudary is harmless and, in any event, does not represent the majority of British Muslims. But he has a considerable following and his views on the role of Sharia in Britain are far more popular than many will admit.

For instance, at least 85 Islamic Sharia courts are now operating in Britain, almost 20 times as many as previously believed, according to a study by Civitas, a London-based think tank. The report shows that scores of unofficial tribunals and councils regularly apply Islamic law to resolve domestic, marital and business disputes, and that many are operating in mosques. It warns of a "creeping" acceptance of Sharia principles in British law.

Britain is also creating a parallel Islamic financial system to fill the growing demand for Sharia-compliant banking products in the wake of Muslim mass immigration to the country. According to the "Global Islamic Finance Report 2011," Britain has emerged as "ground zero" for Islamic banking in Europe; and London is now the main center for Islamic finance outside the Muslim world.
Sharia law is transforming daily life in Britain in other ways, as well. In the Tower Hamlets area of East London (also known as the Islamic Republic of Tower Hamlets),for example, extremist Muslim preachers, called the Tower Hamlets' Taliban, regularly issue death threats to women who refuse to wear Islamic veils. Neighborhood streets have been plastered with posters declaring "You are entering a Sharia controlled zone: Islamic rules enforced." And street advertizing deemed offensive to Muslims is regularly vandalized or blacked out with spray paint.

The mayor of Tower Hamlets is the Bangladeshi-born Lutfur Rahman, an ally of Choudary. Rahman is linked to the Islamic Forum of Europe (IFE), an Islamist group dedicated to changing the "very infrastructure of society, its institutions, its culture, its political order and its creed ... from ignorance to Islam." Not surprisingly, the public libraries in Tower Hamlets have been stocked with books and DVDs containing the extremist rantings of banned Islamist preachers.

Meanwhile, Britain is struggling to combat a cycle of Islamic honor-related kidnappings, sexual assaults, beatings and murder that is spiralling out of control. According to the London-based Association of Chief Police Officers, up to 17,000 women in Britain are victims of honor-based violence – forced marriages, honor killings, kidnappings, sexual assaults, beatings, female genital mutilation and other forms of abuse – every year. This figure is 35 times higher than official figures suggest, and British detectives say it is "merely the tip of the iceberg" of this phenomenon.

The Islamic Emirates of Britain Project would seem to be well underway.

After she lost her virginity she was viewed as a "valueless commodity." I have many times spoken about how Islam relegates women to the status of commodities, and here is proof. And of course the usual chorus of Islamic apologists will appear to assure us that honor killing has nothing to do with Islam and is a cultural practice followed by a wide variety of peoples -- and yet Muslim girls keep getting killed in disproportionate numbers. No one, of course, dares to confront the root of the problem by pointing out such inconvenient truths as the fact that a manual of Islamic law certified by Al-Azhar as a reliable guide to Sunni orthodoxy says that "retaliation is obligatory against anyone who kills a human being purely intentionally and without right." However, "not subject to retaliation" is "a father or mother (or their fathers or mothers) for killing their offspring, or offspring's offspring." ('Umdat al-Salik o1.1-2).
In other words, someone who kills his child incurs no legal penalty under Islamic law. In accord with this, in 2003 the Jordanian Parliament voted down on Islamic grounds a provision designed to stiffen penalties for honor killings. Al-Jazeera reported that "Islamists and conservatives said the laws violated religious traditions and would destroy families and values."

A mother broke a ten-year silence to claim her teenage daughter was murdered in an 'honour killing', a court heard yesterday.
Tulay Goren, 15, was allegedly killed by her father and buried in his garden after he learnt she was in a sexual relationship with a man twice her age.
Mehmet Goren, 49, with the help of at least one of his brothers, then allegedly dug up her remains in Woodford Green, East London, and disposed of them a week later. Her body has never been found.
Tulay's mother Hanim lived with the dark family secret and at first misled police because she was scared for her safety, said Jonathan Laidlaw, QC, prosecuting.
Tulay's father and his brothers Ali, 55, and Cuma Goren, 42, both of Walthamstow, East London, yesterday appeared at the Old Bailey accused of the schoolgirl's murder on January 7, 1999, and the attempted murder of her boyfriend Halil Unal, now 41. All three deny both charges.
Tulay was living with Mr Unal and had even tried to marry him, but was too young.

REALITY – although some Muslims claim they need separate schools because they claim many young English are immoral, the reality is that many Muslims, especially those of Pakistani heritage, are much more immoral. What do victims of the Fort Hood massacre have in common with scores of raped British girls? Both are evidence that failure to speak and act against Islamist threats due to fear of being called a racist or "Islamophobe" can lead to terrible suffering. While the missed signs concerning Major Hasan are well known, the UK scandal deserves attention as a study in official blindness.

MP Jack Straw sparked a firestorm in January when he highlighted a particular genre of sex crime: gangs of "Pakistani heritage men … who target vulnerable young white girls" and groom them as sex slaves. He hypothesized that Pakistani girls are off limits, so whites are "easy meat."

Some branded Straw a bigot, but sexual grooming by UK gangs does exhibit a clear cultural profile. University College London investigators "identified 17 court prosecutions since 1997, 14 of them in the past three years, involving the on-street grooming of girls aged 11 to 16 by groups of men," the Daily Mail summarizes. "Three of the 56 [found guilty] were white; 53 were Asian. Of those, 50 were Muslim and a majority were members of the British Pakistani community." Also note that 22 of the 27 victims of a recently convicted "Asian" gang from Derby are white.

The real disgrace is that Straw had to sound the alarm yet again in 2011. Former MP Ann Cryer warned about the problem in 2003; Muslim leader Mohammed Shafiq did the same in 2008. Why was it allowed to metastasize for so long? As exemplified in the shelving of a 2004 British documentary on the topic, PC-driven silence, especially by law enforcement, aided the rapists.

Now the finger pointing is in full swing. "To stop this type of crime you need to start everyone talking about it, but everyone's been too scared to address the ethnicity factor," lamented West Mercia Police detective Alan Edwards. Mick Gradwell, a retired Lancashire officer, seconded him. Police are "not coming out and saying it because you can't feel comfortable, because of allegations of institutional racism," he contended. Pakistanis also have joined in. "It is important that political correctness or fear of offending any particular group of people does not get in the way of protecting those who are vulnerable," community activist Shokat Lal stated in 2010.

However, is the core issue one of ethnicity or religious ideology? Martin Narey of Barnardo's, a charitable organization, inadvertently spotlighted Islamism when he criticized the focus on Pakistani street groomers: "My staff would say that there is an overrepresentation of people from minority ethnic groups — Afghans, people from Arabic nations — but it's not just one nation." (What do they have in common?) Sikh leader Indarjit Singh was more explicit, blaming "Islamic extremists [who] view all 'nonbelievers' as legitimate targets," including Hindu and Sikh girls.

The good news is that recent cases and Straw's remarks have made blindness untenable. There are hints that British authorities are taking the epidemic of rape gangs more seriously, though much work needs to be done to combat sexual slavery of this and other types. The bad news, of course, is that lives have been shattered because officials spent years walking on eggshells rather than fully protecting the public. With gangs of Muslim sex traffickers emerging in the U.S., now would be an excellent time to process these harsh lessons on how silence creates victims.

Here is a situation out of London on planned mass murder of which at present the religious affiliations of the b******ds is not yet known. But, my husband, a very astute individual, says it is for sure members of Islam as only some members of Islam are taught by their religious leaders to hate so much, to be greedy, and love violence to such an extreme inbreeding of hate, greed, and a lust for violence by religious leaders of Islam.

This is exactly as said by me as follows:
“You are just fooling yourself, it is not what either the Bible or the Bible knockoff the Qur'an actually say, but how religious leaders be they priest and/or imams or muftis or what ever teach the people is the interpretation of what is written either in the Bible or the bible knockoff the Qur'an that matters and governs actions. It matters not what the Bible and/or the Bible knockoff really say. People go by what they are taught by their religious leaders. Take the genocide committed by the Roman Catholic Church at the direction of their supreme religious leader, the pope, what mattered was not that the Bible clearly said at Exodus 20:13, "Thou shalt not kill." (Authorized King James Bible; AV), but what their religious leaders told them. Therefore, it is the religion at fault, irregardless of what their particular holy book, be it the Bible or the Bible knockoff the Qur'an may say. Neither in so called Christianity or in Islam are most individuals actions really governed in any way by what their particular holy book really says, but they are governed by the interpretation of their religious leaders. Thus, knowing this reality, one would be either just plain stupid and/or dumb to even bother looking at a particular religion's holy book and expect the members would conform to it. Take the Rig Vede and find me for example a Hindu actually conforming to it instead of the interpretation given to it by his religious leaders, like looking for a needle in the haystack per K.S. Lal, India's greatest historian.”

Now I am sure that members of Islam are behind this which has NOT yet been proven, but when it is, the other members of Islam will take refuge in their usual hide behind for everything; to wit, it is NOT in the Qur'an which could even be used to deny the existence of automobiles. It is high time that present members of Islam that do not believe in hate, greed, and a lust for violence get out of her - Islam, and ask for her dissolution in the interest of world peace and tranquility.

REALITY # 1, London police foil major terror plot By PAISLEY DODDS, Associated Press Writer

LONDON - Police thwarted a devastating terrorist plot on Friday, discovering two
Mercedes loaded with nails packed around canisters of propane and gasoline set
to detonate and kill possibly hundreds in London's crowded theater and nightclub
district.

The plot, coming only two days after Gordon Brown took over as prime minister,
raised the specter of the attacks in July 2005 when the London Underground and
an iconic double-decker bus were targeted by a group of homegrown terrorists who
killed 52 people.
As police searched for car bombs and terrorists in the city of 7.5 million,
roads were closed and police sirens echoed. Authorities stepped up security
across Britain, from central London streets to the Wimbledon tennis tournament.
But Londoners â€" with long experience in dealing with bombs and terrorism â€" were not in hiding and the West End was bustling again by nightfall Friday.
"I know you can't live your life being scared," Natalie Huntley, 28, a tourist
from Adelaide, Australia, said outside St. Paul's Cathedral even as police
investigated another suspicious vehicle parked on nearby Fleet Street. "You've
just got to keep going, don't you?"

Authorities said the bombs in both cars were similar and that each Mercedes had
been abandoned in the same area near Piccadilly Circus. Had they exploded, at
least hundreds of people would have been killed.

The discovery of the car bombs before they exploded was a bonus for police, who
checked for fingerprints and DNA clues, as well as other trace evidence. They
also had the benefit of footage from closed-circuit TV cameras, hoping the
surveillance network that covers much of central London will help them track
down the driver of the Mercedes.

The CCTV footage would be compared with license plate recognition software,
British anti-terror police chief Peter Clarke said. There are 160 security
cameras in the Westminster Council, the district encompassing Piccadilly Circus
and the Haymarket area, alone.

Nobody claimed responsibility for the plot, and government security officials
said late Friday that no suspects have been identified.
But the discovery of the second bomb, about 20 hours after the first, suggested
a coordinated and more sophisticated plot than was initially thought â€" similar
to the July 7, 2005 suicide bombings where four bombs exploded within an hour of
one another on London's busy transit system.

Some analysts said the bombers could be trying to send a message to Britain's
new leader.
"It's a way of testing Gordon Brown," said Bob Ayers, a security expert at the
Chatham House think tank. "It's not too far-fetched to assume it was designed to
expedite the decision on withdrawal (from Iraq)."
After the first bomb was announced, Brown said "we face a serious and continuous
security threat in our country."

Professor Paul Wilkinson, chairman of the Center for the Study of Terrorism and
political violence at St. Andrews University, said a number of factors could
have come together to prompt the thwarted attacks.
"With the change in prime minister this could be the work of al-Qaida," he said.
"They have a track record of trying to influence political change through
violent means such as in the Madrid train attacks. British authorities and White House press secretary Tony Snow were cautious. "Look, it's terrorism, but we don't know if there â€" there's no definite, there's no established connection with any organization at this point," Snow said. U.S.
authorities said there was no apparent terror threat to the United States.
There had been no prior intelligence of planned attacks from the terror
organization, a British government official told The Associated Press earlier
Friday on condition of anonymity because of the sensitivity of the
investigation.

The July 7 bombers were all Muslims raised in Britain. A government account of
the attacks released last year said it was unclear whether others in Britain had
radicalized or incited the group, and that it was not known if al-Qaida figures,
or others, had assisted in planning the bombing.

The events unfolded when police were called to Haymarket, south of Piccadilly
Circus, after a man fell at the nightclub Tiger Tiger, injuring his head,
prompting a call for an ambulance around 1:30 a.m. Friday.

When crews arrived, they noticed smoke coming from a green Mercedes parked in
front of a club, Clarke said.

Photographs showed a canister bearing the words "patio gas," indicating it was
propane, next to the car. The propane gas is of the type usually used in
backyard barbecues and patio heaters. The back door was open with blankets
spilling out. The car was removed from the scene after a bomb squad disabled the
explosives.

Sky News television reported that a police officer seized a telephone from the
car â€" believed to have been a potential detonator for the explosives â€" and an American lawmaker briefed on the investigation confirmed that British
authorities found a cell phone.
"They found a cell phone and it was going to be used to detonate the bomb," said
U.S. Rep. Peter King, R-N.Y.

The bomb in the Mercedes near Piccadilly Circus was powerful enough to have
caused "significant injury or loss of life" at a time when hundreds were in the
area, Clarke said.

The announcement of the second bomb came about 20 hours later, after police had
closed off a nearby major street along Hyde Park for several hours to
investigate a suspicious Mercedes. That car had been towed across town to an
impound lot; the attendants there, on the alert after news of the first foiled
car bombing, smelled gasoline and alerted authorities.

The car had been parked on thingyspur Street, which runs between Haymarket and
Trafalgar Square. About 2:30 a.m., it was ticketed and then towed an hour later
to the impound lot on Park Lane on Hyde Park's eastern edge, Clarke said.
The second vehicle "was found to contain very similar materials to those that
had been found in the first car," Clarke said. "There was a considerable amount
of fuel and gas canisters. As in the first vehicle, there was also a quantity of
nails. This like the first device was potentially viable."
The busy Haymarket thoroughfare linking Piccadilly Circus in the heart of
London's theater district and near Trafalgar Square, is packed with restaurants,
bars, a cinema complex and West End theaters. It was packed with people at the
time.

It was ladies' night Thursday at the massive Tiger Tiger nightclub, a stylish
three-story venue that at full capacity can pack in 1,770 people and stays open
until 3 a.m. It was here that the explosives-laded car was parked closest.

It is thought the plan was to detonate explosive devices smuggled in hand luggage on to as many as 10 aircraft.
Police are searching premises after 21 people were arrested. Home Secretary John Reid said they believed the "main players" were accounted for.
High security is causing delays at all UK airports.
The threat level to the UK has been raised by MI5 to critical after the arrests in London, High Wycombe and Birmingham.
Critical threat level - the highest - means "an attack is expected imminently and indicates an extremely high level of threat to the UK".
Three US airlines are believed to have been targeted.
Mr Reid said had the attack gone ahead it would have caused a loss of life of "unprecedented scale".
He said they were "confident" the main players were in custody, but neither the police nor government are "in any way complacent".

He said they had tracked the situation for a "long period of time" and had "been involved in an extraordinary amount of hard work."

Airport 'crammed'
Meanwhile, at Heathrow Airport incoming short-haul flights have resumed, but long-haul services are seriously delayed. Several outbound services have been cancelled.

The airport is crammed with thousands of passengers, while at Stansted more than 2,000 people are queuing to pass through customs.
Metropolitan Police Deputy Commissioner Paul Stephenson said the alleged plotters had intended "mass murder on an unimaginable scale".

The decision to take action had been taken on Wednesday night, he added.
According to BBC sources the "principal characters" suspected of being involved in the plot were British-born. There are also understood to be links to Pakistan.

BBC home affairs correspondent Andy Tighe said police sources had told him they had found "interesting items" which were being examined.

Passengers are not allowed to take any hand luggage on to any flights in the UK, the department said.

GLASGOW, Scotland (AP) - British officials intensified the hunt Sunday for what they called an al-Qaida-linked network behind three attempted terrorist attacks, announcing a fifth arrest and conducting pinpoint raids across a country on its highest level of alert.
Prime Minister Gordon Brown said "it is clear that we are dealing, in general terms, with people who are associated with al-Qaida." He warned Britons that the threat would be "long-term and sustained" but said the country would not cowed by the plot targeting central London and Glasgow's airport.
"We will not yield, we will not be intimidated and we will not allow anyone to undermine our British way of life," he said in a nationally televised interview.
A British government security official said a loose U.K.-wide network appeared to be behind the attacks but investigators were struggling to pin down suspects' identities - even two arrested after they drove a Jeep Cherokee into Glasgow's main airport terminal Saturday and set it ablaze.
"These are not the type of people who always carry identity documents, or who use their real identities," the official said on condition of anonymity because of the sensitivity of the inquiries. "Very little has been gleaned so far from the biological data."
He said police and MI5, the internal security agency, did not know if the suspects were British born, from overseas, or some combination of the two, and officials released few other details of the investigation.
Two men rammed the Jeep into the airport entrance, shattering the glass doors and igniting a raging fire. One of the suspects, his body in flames after the attack, was taken to the nearby Royal Alexandra Hospital, where police on Sunday carried out a controlled explosion on a vehicle they said also could be linked to the plot.
On Friday, authorities thwarted coordinated bomb attacks in central London after an ambulance crew outside a nightclub spotted smoke coming from a Mercedes that turned out to be rigged with gasoline, gas canisters and nails. A second Mercedes filled with explosives was found hours later in an impound lot, where it was towed for parking illegally.
"We are learning a great deal about the people involved in the attacks here in Glasgow and in the attempted attacks in central London. The links between them are becoming ever clearer," Peter Clarke, head of Scotland Yard's counterterrorist unit, said in Scotland.
"I'm confident, absolutely confident, that in the coming days and weeks we will be able to gain a thorough understanding of the methods used by the terrorists, the way in which they planned their attacks and the network to which they belong."
Britain raised its terror alert to "critical" - the highest possible level - and the U.S. homeland security chief, Michael Chertoff, said Sunday that air marshals would be added to overseas flights.
"Al-Qaida has imported the tactics of Baghdad and Bali to the streets of the U.K.," said Lord Stevens, Brown's terrorism adviser, referring to the 2002 and 2005 attacks on the Indonesian resort island that killed more than 200 people and the daily car bombings in the Iraqi capital.
Late Saturday, police arrested two people - a 26-year-old man and a 27-year-old woman - on a highway in Cheshire, northern England, London's Scotland Yard said. On Sunday, Staffordshire police said they also searched at least one home in nearby Newcastle-Under-Lyme.
And in Liverpool late Saturday, police arrested a 26-year-old man and then searched two homes on a road near Penny Lane, made famous by the Beatles song of the same name.
Officers also searched a residential area about a mile from Glasgow's airport and, at the Royal Alexandra Hospital, carried out a controlled explosion on the suspicious vehicle.
"It is believed that this car is connected to yesterday's incident at Glasgow International Airport," Strathclyde Police said in a statement. Police said no explosives were found, but gave no other details.
Vigilance was already heightened ahead of the anniversary of Britain's first suicide attacks, the July 7, 2005, London transit bombings in which four British-bred Muslims killed themselves and 52 commuters on three subway trains and a bus.
Clarke said forensic examinations of all three vehicles in the latest attacks were producing valuable information, and that officers were reviewing thousands of hours of closed-circuit television footage from central London.
"It is helping us to piece together the events of the past few days, I have to say though this process will take many weeks to complete," Clarke said.
Glasgow's Assistant Chief Constable John Malcolm identified the car used in the attack as a green Jeep Cherokee with the license plate L808RDT and asked whether anyone had seen it during the days before the attack. He also appealed for any personal photographs or videos of the attack itself.
He said the man hospitalized was the driver and identified the other man as a 27-year-old. He declined to provide other details.
John Smeaton, who saw the attack, said one of the men shouted "Allah, Allah" as he was detained.
Police did not say whether the SUV that struck Glasgow airport carried explosives, but photographs of forensic officers inspecting the charred vehicle on Sunday showed several gas canisters next to it.
Glasgow airport reopened Sunday, although some flights were canceled. Cars were not allowed to drive up to the terminal building, and a tow truck arrived to remove the crashed Jeep.

GLASGOW, Scotland - Police announced two new arrests Monday in the failed car bombings in London and at Glasgow's airport, as details emerged that authorities were closing in on the terror network in Scotland minutes before attackers rammed into the main terminal building.

British officials have said they are hunting for what they called an al-Qaida-linked network behind the attempted attacks. Media reports have said two of the seven suspects arrested so far may be doctors working in Britain.
Daniel Gardiner, a rental agent whose company leased a Glasgow-area home searched by police, said authorities contacted his firm 10 minutes before the airport attack, saying they had tracked phone records there linked to the two foiled car bombings in central London.
"A card was put through one of my colleague's door, asking if we would contact them," he said.
"A couple of hours later, they (police) came back to us with a name, and we were able to trace their records," he said. "The police wanted to know why we had dialed a certain phone number. They had the phone records from the situation down in London."

Police in Glasgow said Monday that two more men were arrested the day before in the airport bomb attack investigation.
Strathclyde police said two men, aged 25 and 28, had been detained under the Prevention of Terrorism Act.
"This continues to be a fast-moving investigation," said Assistant Chief Constable John Malcolm.
Police have declined to identify any of the suspects, but British television and newspapers widely identified one as Mohammed Asha, a doctor working at the North Staffordshire Hospital, near the Midlands town of Newcastle-under-Lyme, where the police searched a house on Sunday. The hospital refused comment.
The man was arrested along with a 27-year-old woman when the police pulled over a car on the M6 highway in northwest England late on Saturday. British media have described a chase that involved 18 undercover police cars along one of the country's busiest roadways.
In Jordan, Asha's brother Ahmed told The Associated Press he had heard the media reports and said his 26-year-old sibling "is not a Muslim extremist, and he's not a fanatic."
"It's nonsense because he has no terror connections," he said.
The driver of the Jeep, whose body was in flames after the attack, is under police guard at Paisley's Royal Alexandra Hospital in Glasgow. A 27-year-old man also was arrested at the airport attack by police and was being held at a high-security police station in Glasgow.
Gardiner said his tenant - the only person listed as living in the house - was thought to be a doctor at the Royal Alexandra Hospital. A controlled explosion was carried out Sunday on a car left at the hospital that police said was linked to the airport attack.
Police interviewed staff at the Let-It office and took away all documentation about the tenant, he said. They spent Sunday searching the property.

LONDON - An Iraqi physician and a Palestinian doctor working at British
hospitals were identified Monday among those held in the failed car bomb attacks
on London and Glasgow, while authorities announced the arrest of three more
suspects and extended their probe overseas.

Officers used heightened stop-and-search powers and armed response vehicles to
hunt for anyone else who might have been involved in the plot, and police put on
a show of force to bolster security at airports and train stations and on city
streets.

Hours after Scottish police announced the arrests of two more suspects in the
Glasgow area, officials said Monday night that a man had been detained at an
"undisclosed location." They declined to comment on a British Broadcasting Corp.
report, citing unidentified sources, that the suspect was detained in another
country it did not specify.

A British security official said earlier in the day that Pakistan and several
other nations were asked to check possible links with the suspects. British-born
terrorists behind the bloody 2005 London transit bombings and others in thwarted
plots here were linked to terror training camps and foreign radicals in
Pakistan.

"We have asked partners overseas to check possible links and that work has
begun," the security official said, speaking on condition of anonymity because
of the sensitivity of the case.

Authorities said police searched at least 19 locations as part of the
"fast-moving investigation," which has come at a time of already high vigilance
before the anniversary of the suicide bombings in London that killed 52 people
on July 7, 2005.

Prime Minister Gordon Brown, who has said the group behind the weekend attacks
was "associated with al-Qaida," got a call from President Bush commending him
for Britain's response.

"President Bush concluded by reiterating that the United States is prepared to
offer any assistance desired, and noted the importance of continued
cooperation," said Gordon Johndroe, spokesman for the White House's National
Security Council.

Two U.S. counterterrorism officials, who agreed to discuss the case only if not
quoted by name, said the attackers in Britain were Islamic extremists
sympathetic to al-Qaida, but investigators were still trying to figure out
whether there were any direct links. One of the officials also said there continued to be concerns about possible plots to attack the United States, including the potential for a large-scale assault by al-Qaida. Among the factors contributing to the worry are al-Qaida's efforts to recruit in Pakistan's tribal areas and its increased flow of public messages, the official said.

In the latest attacks, two car bombs failed to explode in central London on
Friday and two men rammed a Jeep Cherokee loaded with gas cylinders into the
entrance of Glasgow International Airport and then set it on fire Saturday.
The British government security official said investigators were working on one
theory that the same people may have driven the explosives-laden cars into
London and the blazing SUV in Glasgow.

The unidentified driver of the Jeep was being treated for serious burns at Royal
Alexandra Hospital in Glasgow, where he was under arrest by armed police. Bomb
experts carried out a second controlled explosion on a car at the hospital
Monday, after a similar blast Sunday. Police said the car was linked to the
investigation, but no explosives had been found.

Police announced Monday that they arrested two men the previous day at
residences at the hospital, but would not say whether they were doctors. Four
men and a woman had been detained earlier.

Authorities identified Bilal Abdulla, an Iraqi doctor who worked at the Glasgow
hospital, as the other man arrested at the airport and said he was being held at
a high-security police station in Glasgow. According to the British General Medical Council's register, a man named Bilal Talal Abdul Samad Abdulla was registered in 2004 and trained in Baghdad. Staff at the Glasgow hospital said Abdulla was a diabetes specialist.

A man arrested late Saturday on a highway in central England was also a
physician, Mohammed Jamil Abdelqader Asha, police said. A Jordanian official
said Asha was of Palestinian descent and carried a Jordanian passport.
Britain's Sky News said a third suspect among those held was also a doctor, but
gave no details. Police would not confirm the report.

"This case could be the final proof that an idea those involved in these type of
attacks are all young, angry and poorly educated is a mistake," said Paul
Cornish, a former British army officer and director of defense studies at
London's Chatham House think tank. "It's wrong to suggest al-Qaida are ignorant hill men. They are often middle or upper class and well educated," Cornish said.
Former U.S intelligence officer Bob Ayers, now a security analyst based in
London, said wealth or intelligence matters little to people committed to
extremism. "We shouldn't be surprised that educated men are as involved as poor
youngsters," he said. "They all subscribe to the same radical ideology, that's
the only criteria they need to fill."

Salil Vengalil, a doctor at North Staffordshire Hospital, near the Midlands town
of Newcastle-under-Lyme, said Asha worked in the neurology department at that
hospital.

A doctor at the Royal Alexandra Hospital in Glasgow, who refused to give his
name, said he recognized Asha as a doctor who also kept an office there. The
hospital would not confirm that.

In Amman, Jordan, Asha's father, Jamil, denied his 26-year-old son had any
terrorist leanings. "My son is a moderate Muslim and carried out his religious duties, but he never embraced fanaticism," he told The Associated Press.
Information also surfaced Monday suggesting authorities had been close on the
trail of the alleged plotters before the attack at the Glasgow airport.
Rental agent Daniel Gardiner, whose company leased a Glasgow-area house searched
by police, said officers contacted his firm just before the airport blaze to say
they had tracked phone records linked to the property.
Officials recovered at least one cell phone from the car bombs in London, Rep.
Peter King of New York, the senior Republican on the U.S. House Homeland
Security Committee, said Friday after being briefed about the London situation.
As the investigation spread, police flooded London's subway and train stations,
even clamping down on access to the Wimbledon tennis tournament, where concrete
blocks were set in front of the main entrance.

In a statement to the House of Commons, Home Secretary Jacqui Smith urged
Britons to remain united. "Let us be clear: terrorists are criminals, whose victims come from all walks of life, communities and religious backgrounds," she said. "Terrorists attack the values that are shared by all law-abiding citizens. It is through our unity that the terrorists will eventually be defeated."

LONDON - They had diverse backgrounds, coming from countries around the globe,
but all shared youth and worked in medicine. They also had a common goal,
authorities suspect: to bring havoc and death to the heart of Britain.

The eight people held Tuesday in the failed car bombing plot include one doctor
from Iraq and two from India. There is a physician from Lebanon and a Jordanian
doctor and his medical assistant wife. Another doctor and a medical student are
thought to be from the Middle East.
All employees of the United Kingdom's National Health Service, some worked
together as colleagues at hospitals in England and Scotland, and experts and
officials say the evidence points to the plot being hatched after they met in
Britain, rather than overseas.
"To think that these guys were a sleeper cell and somehow were able to plan this
operation from the different places they were, and then orchestrate being hired
by the NHS so they could get to the UK, then get jobs in the same area - I think
that's a planning impossibility," said Bob Ayres, a former U.S. intelligence
officer now at London's Chatham House think tank.
"A much more likely scenario is they were here together, they discovered that
they shared some common ideology, and then they decided to act on this while
here in the UK," he said.
No one has been charged in the plot in which two car bombs failed to explode in
central London early Friday and two men rammed a Jeep Cherokee loaded with gas
cylinders into the entrance of Glasgow International Airport and set it on fire
the following day.
Investigators believe the main plotters have been rounded up, including one in
custody in Australia, though others involved on the periphery, including at
least one British-born suspect, were still being hunted, a British government
security official said, speaking on condition of anonymity because of the
sensitivity of the details.
British-born Muslims behind the bloody 2005 London transit bombings and others
in thwarted plots here have been linked to terror training camps and foreign
radicals in Pakistan, and the official said Pakistan, India and several other
nations were asked to check possible links with the suspects in the latest
attacks.
The educational achievements of the suspects in the car bomb attempts is in
sharp contrast to the men that carried out the deadly July 7 transit bombings
two years ago. The ringleader of that attack, Mohammed Siddique Khan, had a
degree in business studies, but with low marks, and his three fellow suicide
bombers had little or no higher education.
In the current case, Muhammad Haneef, a 27-year-old doctor from India arrested
late Monday in Brisbane, Australia, worked in 2005 at Halton Hospital near
Liverpool in northern England, hospital spokesman Mark Shone said.
Another Indian doctor, 26, arrested late Saturday in Liverpool, worked at the
same hospital, Shone confirmed, but refused to divulge his name.
A third suspect, Mohammed Jamil Asha, a 26-year-old doctor from Jordan of
Palestinian heritage, was arrested Saturday with his wife, Marwa Asha, 27, who
was identified in British media reports as a medical assistant. He worked at
North Staffordshire Hospital, near the Midlands town of Newcastle-under-Lyme.
A doctor at Royal Alexandra Hospital in Glasgow, who refused to give his name,
said he recognized Asha as a doctor who kept an office there - the same hospital
where another suspect, Bilal Talal Abdul Samad Abdulla, worked.
According to friends of Abdulla's family in Iraq, the 27-year-old doctor came to
Britain after graduating from medical school in Baghdad. He was a passenger in
the Jeep Cherokee that rammed into the Glasgow airport.
The Jeep's driver - identified by staff at Royal Alexandra Hospital as a
Lebanese doctor named Khalid Ahmed - was in critical condition at that hospital
from burns suffered in the attack. Police would not confirm his identity.
Investigators believe the same men who parked the explosives-laden cars in
London may have also driven the blazing SUV in Glasgow, the British security
official said.
The final two suspects, ages 25 and 28, were arrested by police Sunday at Royal
Alexandra Hospital. Staff said one was a medical student and the other a junior
doctor, without giving their names. British media said they were from Saudi
Arabia, but police refused to comment.
Dr. Shiv Panbe, former chairman of the British International Doctors
Association, said the two Indian nationals in custody were Muslims.
"It is very upsetting news," Panbe said of their alleged involvement. "It is an
abuse of trust and respect - everyone should be able to love their doctor."
Azmi Mahafzah, a teacher at the University of Jordan's medical school, said he
knew the suspect Asha during his studies and training there in 1998-2004. He
said he didn't think Asha was religious. "He is not a fanatic type of person,"
Mahafzah said.
Asha's family also denied he was a militant or had links to terrorism, as did
the family of Asha's wife, Marwa.
"Marwa is a very educated person and she read many British novels to know
England better, a country she liked so much," her father, Yunis Da'na, told The
Associated Press in Jordan.
British authorities have refused to release many details on the suspects,
including whether they were on any watch lists, but have indicated they believe
the plot may have links to al-Qaida.
A senior U.S. counterterrorism official, who spoke on condition of anonymity
because of the sensitivity of the issue, said Tuesday that none of the eight
suspects was on any American lists that identify potential terror suspects.
One news report suggested the group could have been recruited by the head of
al-Qaida in Iraq, but the British security official said that was "unlikely." He
said the investigation was not focusing on Iraqi links, other than the fact that
one suspect was from Iraq.
Patrick Mercer, a legislator in the opposition Conservative Party who is a
former British army intelligence officer, said he doubted the plotters came to
Britain already planning the attack.
"I think these people came into the country, possibly already radicalized or
certainly sympathetic ... and the process of radicalization has been completed
while they're here. My inclination is to say that these are intelligent and
highly motivated people, so the probability of self-radicalization is higher,"
he told the AP.
Ayres, the American security expert, said he doubted the group had "direct
contact" with an outside group like al-Qaida, saying they would not have needed
any serious training for the plot that was carried out. "The attack vector that
they used wasn't very sophisticated," he said.
But Mercer said from what he had heard from his sources, the plotters did
attempt a complex assault. He said the first car bomb outside the Tiger Tiger
nightclub was intended to draw people out from other pubs and nightspots, when
the second bomb was to be exploded.
"It's not the most sophisticated attack on earth, but I would suggest it's not
something by a bunch of medical students - there's military thinking behind this
- so there will have been, I'm pretty sure, a guiding hand," Mercer said.
That is exactly what investigators are still trying to piece together, the
security official said.
"When did they first meet? Did they meet in Britain or overseas? Were they sent
here? Is there an actual al-Qaida link? They are questions we're looking for
answers to," the official said.

An FBI spokeswoman said Mohammed Asha and another suspect had contacted the Philadelphia-based Educational Commission for Foreign Medical Graduates, as first reported in The Philadelphia Inquirer. Asha, a Jordanian physician of Palestinian heritage, contacted the agency within the last year, but apparently did not take the test for foreign medical school graduates, said the spokeswoman, Nancy O'Dowd.
"He was applying, (but) we don't believe he took the test," she said.
O'Dowd could not immediately confirm the name of the second suspect.
The FBI visited the organization's office in West Philadelphia this week, O'Dowd said.
On June 29, authorities defused two car bombs that had been set to explode near packed nightclubs and pubs in central London. The following day, two people rammed a car loaded with gas canisters into the airport terminal in Glasgow, Scotland. The car ignited, seriously injuring one of the suspects. Both men in the car have been arrested.
"From what I know, we are getting to the bottom of this cell that has been responsible for what is happening," Prime Minister Gordon Brown said in an interview with British Broadcasting Corp. television.
Asha was arrested on the M6 highway Saturday night along with his wife. In Jordan, security officials said Asha had no criminal record, and friends and family said they found it hard to believe either he or his wife were connected with terrorism.
Brown said Britons could expect intensified security checks in the weeks ahead as the country's terrorism threat level remains at "severe," meaning further attacks are considered likely.
"Crowded places and airports, I think people will have to accept that the security will be more intense," Brown said. "We have got to avoid the possibility - and it is very, very difficult - that people can use these crowded places for explosions."
A host of major public events are under way now or about to begin, including the Wimbledon tennis tournament, the Tour de France in London, and a Live Earth concert.
The country also is planning several ceremonies on Saturday to mark the second anniversary of London suicide bombings that killed 52 people and wounded more than 700 on July 7, 2005.
As police continue to question the eight suspects - six Middle Easterners and two Indian nationals - Britain's intelligence agencies are focusing on their international links, one British intelligence official and another government official said speaking on condition of anonymity because they are not authorized to speak to the press.
"We've known for quite some time of al-Qaida's growth in Iraq," the government official told The Associated Press. "Iraq is an obvious place to look for connections, but it's not the only country link we're investigating."
MI5, Britain's domestic intelligence agency, said on its Web site that some Britons had joined the Iraqi insurgency.
"In the longer term, it is possible that they may later return to the UK and consider mounting attacks here," the Web site said.
Al-Qaida in Iraq is believed to have become better organized since Abu Ayyub al-Masri, an Egyptian, took it over from Abu Musab al-Zarqawi, the Jordanian who was killed by coalition forces a year ago. Iraqi officials also have said the terrorist group is now delegating more authority to sympathetic cells in other countries.
The eight suspects arrested in Saturday's airport attack and two failed car bombings a day earlier in London were all foreigners working for Britain's state health system, and investigators are pressing to find what brought them together.
Police also are reportedly trying to determine if the two suspects arrested during the Glasgow attack, Bilal Abdulla and Khalid Ahmed, had taken part in the attempted bombings in London and whether they were the ringleaders of a cell containing all the suspects.
Ahmed, identified by staff at Glasgow's Royal Alexandra Hospital as a Lebanese physician employed there, is now being treated for horrific burns suffered when he set himself on fire after crashing the Jeep loaded with rudimentary bombs into the airport.
Abdulla, a passenger in the Jeep, is an Iraqi doctor employed by Royal Alexandra.
Ahmed, who was burned over 90 percent of his body, was admitted to Royal Alexandra Hospital in critical condition. When he stabilized on Friday, he was sedated and moved to a burn unit at Glasgow Royal Infirmary, a city government spokesman said.
In Australia, police seized computers from two hospitals Friday as they explored connections between the British plotters and Muhammad Haneef, an Indian doctor arrested there.
"There are a number of people now being interviewed as part of this investigation; it doesn't mean that they're all suspects but it is quite a complex investigation and the links to the U.K. are becoming more concrete," said Australian Federal Police Commissioner Mick Keelty.
Muslim groups in Britain placed advertisements in British national newspapers in praise of the emergency services and to declare that terrorism is "not in our name," borrowing the slogan from the mass protests in Britain against the invasion of Iraq.
The ads from the Muslims United coalition also quoted the Quran: "Whoever kills an innocent soul, it is as if he killed the whole of mankind. And whoever saves one, it is as if he saved the whole of mankind."
Separately, an immigrant to Britain who collected information about staging terrorist attacks was sentenced to nine years in prison Friday. Omar Altimimi, 37, came to England from the Netherlands in 2002 and applied for asylum, but police have been unable to establish his true identity or nationality, prosecutors said.
He was convicted earlier this week of six counts of possessing material of use to terrorists and two counts of money laundering.
"You were indeed, as the prosecution contend, a sleeper for some sort of terrorist organization," said Judge David Maddison. "It is not known, when, if and how you might have been called upon to play your part."
The manuals in his possession included instructions on using gas canisters to make car bombs, prosecutors said, but there was no indication that Altimimi had any connection to the failed bombing attempts in London and Glasgow.
His co-defendant Yusuf Abdullah, 30, a native of Yemen who pleaded guilty to two counts of money laundering, received a two-year sentence.

LONDON - From the moment that emergency workers spotted the bomb-laden car a week ago in London's crowded West End, it was clear that for the fourth straight year- and third straight summer- this city was being readied for a major terrorist attack.

Yet England isn't the Great Satan to al Qaida extremists. Terrorism experts all agree that for al Qaida operatives and sympathizers, the preferred villain is the United States .

So why do attacks keep happening here? And why, since the horror of 9-11, has America avoided another assault?

Karl-Heinz Kamp , the security policy coordinator at Germany's prestigious Konrad-Adenauer research center, said it was easy to understand why.

"The U.S. has a historical advantage; America is still the land of opportunity to the whole world. The people moving there believe the American dream of social mobility," he said. "In Europe , we've historically treated our immigrants as hired help, and waited for them to finish the work they arrived for and go home."

Bob Ayers , a security and terrorism expert with London's Chatham House , a foreign-policy research center, thinks that immigrants to the U.S. actually become Americans, giving the United States a huge advantage in avoiding homegrown al Qaida terrorists. Europeans encourage immigrants to retain their native cultures, causing them to be ostracized more readily.

"The Islamic population in the United States is better assimilated into the general population, whereas here, in Germany , in France , they're very much on the outside looking in," he said. "When people get disaffected, sadly, there's not much loyalty to country in that sort of situation."

Experts, noting that success against terrorism can be very temporary, agree that there are other reasons.

The United States is geographically more separate from the Middle East , the home of Islamic fundamentalism. Beyond that, especially since 9-11, the U.S. has cracked down on both travel and new-resident visas, making it hard for terrorists from outside to get into the country.

Magnus Ranstorp, the chief scientist at the Swedish Defense College , said that U.S. efforts to track down everything involved in terrorism, particularly funding, had made it very difficult to operate in America.

" The United States is so difficult to crack, they have to have established operatives living inside the country to be effective," he said. "To date, they haven't shown themselves. The truth is, while it's not the al Qaida Great Satan, Europe is a much easier place to move around."

Yet experts agree that British security services are very professional, and, as Ayers noted, "getting better and better at what they do with all the practice they've had since July 2005 ," when suicide bombers hit London's transit system.

The list of thwarted attacks in England is impressive.

Last month, British police admitted to spot-checking gasoline and chemical tanker trucks entering London as part of a continuing "day-to-day effort to disrupt, deter and prevent terrorism." And on Friday, a Bolton man was sentenced to nine years for keeping a "terror library" on his computer, much of it downloaded from a password-protected al Qaida Web site.

The major conspiracies in England , however, began with a fertilizer-bomb plot uncovered in spring 2004 to detonate low-tech bombs at a shopping center, sports venue and nightclub, among other places. Five men were sentenced to life in prison two months ago.

On July 7, 2005 , four suicide bombers- three on subway trains and one on a double-decker bus- killed 52 commuters in the deadliest terrorist attack in British history. Two weeks later, an attack by five others failed when their backpack bombs didn't detonate. A London jury is deliberating the suspects' fates.

Last summer, security forces said they'd uncovered a plan to build bombs from liquids taken onto planes in order to blow up trans-Atlantic jetliners. Fifteen people have been charged with terrorist offenses in that case.

And, of course, the attacks last weekend, in which police found and deactivated two car bombs before two men in a flaming Jeep Cherokee loaded with gas and gasoline canisters smashed into the airport check-in area in Glasgow, Scotland .

LONDON - A judge on Wednesday sentenced four men to life in prison for
attempting to bomb London's transit system in July 2005, just two weeks after
suicide bombers killed 52 commuters in the city.

Judge Adrian Fulford said the men must spend at least 40 years in jail before
becoming eligible for parole. A jury on Monday found Muktar Said Ibrahim, 29;
Yassin Omar, 26; Ramzi Mohammed, 25; and Hussain Osman, 28, guilty of conspiracy
to murder in an al-Qaida-inspired plot to detonate explosives-filled knapsacks
on three subway trains and a bus.
Two other suspects, Manfo Kwaku Asiedu, 34, and Adel Yahya, 24, will be retried
after the jury failed to reach a verdict.
Prosecutors said the July 21 attacks were a deliberate mirror image of the July
7 transit bombings, though the planning started long before. Fulford said he had
considered the possible links between the two groups of bombers - which police
suspect but could not prove - when he was deciding on the sentences.
Also Wednesday, prosecution lawyer Nigel Sweeney told a London court that Asiedu
and Yahya must be retried after a jury at their first trial failed to reach a
verdict.
Fulford had dismissed the jury on Tuesday after they said they could not agree
on a verdict for Asiedu and Yahya.
All six defendants denied the charges, saying the devices were duds and their
actions a protest against the Iraq war. But police and prosecutors said
scientific tests proved the bombs were all viable. They do not know why they did
not work.
Deputy Assistant Commissioner Peter Clarke, the Metropolitan Police
anti-terrorism chief, said the four convicted plotters "set out to replicate the
horrors that had been inflicted on Londoners on July 7, 2005."
"The convictions show that the jury rejected the blatant, indeed ridiculous,
lies told by these defendants in a futile attempt to escape justice," he said.
During the six-month trial, prosecutors said Asiedu lost his nerve and abandoned
his device in a London park. The device was shown to the jury as evidence during
the trial.
Yahya left Britain for Ethiopia several weeks before the attacks.
During the trial, Asiedu turned on the others and claimed Ibrahim, the gang's
self-proclaimed leader, had wanted the attacks "to be bigger and better" than
the July 7 bombs.
The four convicted men attempted to detonate explosives-laden backpacks on three
subway trains and a bus, as in the July 7, 2005, attacks. The devices - made
from a volatile mix of hydrogen peroxide and flour - failed to explode, and no
one was injured.
Unlike three of the four July 7 bombers, who were British-born, those in the
July 21 plot had come to Britain as youths from places like Eritrea, Ethiopia
and Somalia. Some had become British citizens, while others had refugee status.
Police believe the planning for the attack started after Ibrahim returned to
Britain from a trip to Pakistan in March 2005. He was in that country at the
same time as two of the July 7 bombers - Shezhad Tanweer and Mohammed Sidique
Khan - but officials do not know if they ever met.
The judge said he would consider the potential links between the two sets of
bombers while he was deciding on the sentences.
They believe the transit system was not the group's original target, but was
chosen following the successful attacks two weeks earlier. The original target
is unknown.
The failed attack sparked a huge police manhunt for the would-be suicide
bombers. Much of the prosecution's case was based on eyewitness testimony and
closed-circuit television footage from the targeted subway cars and bus.
Following the men's arrests, police acknowledged they had video evidence of
several of the suspects at a training camp in the northern English countryside
taken a year before the attacks but had failed to identify them.
Ibrahim also had been arrested and charged over a disturbance while he was
distributing extremist Islamic pamphlets, but was nonetheless allowed to travel
to Pakistan months before the failed attacks,

Britain Debates Forced Marriage

Be the first of your friends to like this. After years of kowtowing to multicultural sensitivities, Britain is now debating whether or not to make the act of forcing someone into a marriage a specific criminal offense.
Supporters of the anti-forced marriage legislation, which may be unveiled by the British government within the next few weeks, say it would be an important first step in combating a cycle of Islamic honor-related kidnappings, sexual assaults, beatings and murder that is spiralling out of control in Britain.

Recent studies show that honor-based violence (which differs from more common forms of domestic violence because it can also be carried out by a victim's children, siblings, in-laws and extended family) is far more prevalent in Britain than originally thought.

According to the London-based Association of Chief Police Officers, up to 17,000 women in Britain are victims of honor-based violence -- forced marriages, honor killings, kidnappings, sexual assaults, beatings, female genital mutilation and other forms of abuse -- every year. This figure is 35 times higher than official figures suggest and British detectives say it is "merely the tip of the iceberg" of this phenomenon.

Research commissioned by Britain's Department of Education shows that an estimated 8,000 young women in Britain are the victims of forced marriages each year. Some women's groups say the actual number is far higher because many victims are afraid to come forward.

In 2010, 1,735 victims of forced marriages sought help from the Forced Marriage Unit, a special agency established by the British government. Some of those cases involved girls as young as 13, and there were 70 instances involving women with learning or physical disabilities. Around 85 percent of the cases involved females; 15 percent involved boys or men.

Another study titled "A Statistical Study to Estimate the Prevalence of Female Genital Mutilation in England and Wales" says that more than 65,000 women in Britain have undergone female genital mutilation, and at least 15,000 girls under the age of 15 are at high risk of the procedure. The report, which was funded by Britain's Department of Health, says girls and adult women often are forced to undergo female genital mutilation as a condition of marriage. Although the practice is prohibited in the United Kingdom under the Female Genital Mutilation Act of 2003, to date not a single person has been prosecuted for the offense.

At least a dozen women are believed to victims of honor killings in Britain every year, but the exact number is not known -- partly because there is no clear definition of what constitutes an honor-killing -- and many believe the true figure could be higher. Often honor-killings cannot be resolved due to the unwillingness of family, relatives and communities to testify. For example, one in ten young British Asians believes honor-killings can be justified, according to a BBC poll.

The research literature shows that honor-based violence in Britain is most prevalent among Muslim immigrants from South Asia, the Middle East and North and West Africa. According to the Domestic Violence Intervention Project in West London, for example, up to 60 percent of Arab families suffer from honor-related violence. According to the Lantern Project in Birmingham, honor-based violence is equally common wealthy families as among unemployed or unskilled immigrants.
Honor-related violence in Britain is not limited to older, first-generation immigrants. According to a 174-page report titled "Crimes of the Community: Honor-Based Violence in the UK," honor-based violence is "not a one-time problem of first-generation immigrants bringing practices from 'back home' to the UK. Instead honor violence is now, to all intents and purposes, an indigenous and self-perpetuating phenomenon which is carried out by third and fourth generation immigrants who have been raised and educated in the UK."

British Prime Minister David Cameron has promised to "outlaw the practice of forced marriage." In a campaign speech in Bradford in February 2008, Cameron said thousands of young Britons were being forced to marry someone against their will every year, with some cases involving assaults and kidnaps. "It seems utterly bizarre, and frankly unacceptable, that this goes on in Britain but it does," Cameron said.

He also said existing legislation to tackle forced marriages needs to be strengthened to make the practice a specific criminal offense: "At the moment, the Forced Marriages Act, which we supported, only makes it possible to pursue civil prosecutions. The argument runs that it is unlikely that victims will come forward if it means pressing criminal charges against their parents. But we shouldn't close this door and if the current legislation doesn't work in ending forced marriages, the Conservative Party would consider making them a criminal offence."

In April 2011, Cameron in a major speech on immigration, stated: "There are forced marriages taking place in our country, and overseas, as a means of gaining entry to the UK. This is the practice where some young British girls are bullied and threatened into marrying someone they don't want to. I've got no time for those who say this is a culturally relative issue -- frankly it is wrong, full stop, and we've got to stamp it out."

In February, Cameron declared Britain's long-standing policy of multiculturalism to be a failure. "Under the doctrine of state multiculturalism, we have encouraged different cultures to live separate lives, apart from each other and apart from the mainstream. We have even tolerated these segregated communities behaving in ways that run completely counter to our values." Cameron cited "the horror of forced marriage" as one of the specific negative consequences of multiculturalism.

In May, the Home Affairs Select Committee, a cross-party group of British MPs, published a new report recommending that forced marriage be turned into a criminal offense to send a stronger message that it will not be tolerated. The committee, which took soundings from a variety of different groups working to counter forced marriage, said it was "not at all clear" that current legislation was protecting those at risk.

"We believe that it would send out a very clear and positive message to communities within the UK and internationally if it becomes a criminal act to force -- or to participate in forcing -- an individual to enter into marriage against their will. The lack of a criminal sanction also sends a message, and currently that is a weaker message than we believe is needed. We urge the Government to take an early opportunity to legislate on this matter," the committee said.

In June, a new bill was introduced in the House of Lords that would force Islamic courts to acknowledge the primacy of English law. The Arbitration and Mediation Services (Equality) Bill would make it an offense punishable by five years in jail for anyone to falsely claim or imply that Sharia courts or councils have legal jurisdiction over family or criminal law.

The bill, proposed by Lady Caroline Cox-Johnson, and backed by women's rights groups, was drawn up because of "deep concerns" that Muslim women are suffering discrimination within closed Sharia law councils. Cox said she had found "considerable evidence" of women, some of whom are brought to Britain speaking little English and kept ignorant of their legal rights, suffering domestic violence or unequal access to divorce, due to discriminatory decisions made. "We cannot continue to condone this situation. Many women say: 'We came to this country to escape these practices only to find the situation is worse here.'"
Britain is not the only European country coming to grips with the problem of forced marriage. Belgium outlawed the practice in 2007, and those convicted of forcing someone into marriage by violence or coercion face a prison sentence of up to two years and a fine of up to €2,500 ($3,500). Norway amended its Penal Code in 2003. It is now a crime punishable by up to six years in prison to force a person into marriage; it is also a punishable offense to enter into marriage with a person under the age of 16.

Germany became the latest European country to outlaw forced marriages. In March 2011 the German government made the practice a crime punishable by up to five years in prison. French law forbids forced marriages and allows prosecution of anyone who mutilates the genitals o***irl with French citizenship or resident status, even if the operation is conducted in another country. But the practices continue to thrive in secret.
